Executive Board Officers Present:

John Cigliano, Member at Large
David Wiley, Member at Large

Meeting began at 12:00 pm.  Everyone introduced themselves and Tom Kunz welcomed everyone.

1)  MassSCB to send letter to Patricia Swaine, Mass. Endangered Species Program, thanking her for all her help and efforts during the election process.

2)  Now that elections are complete, the SCB Chapter Application needs to be completed and formalized. 

3)  John Cigliano and David Wiley are recognized and welcomed as Members at Large

4)  Tom Kunz opens discussion on size of Executive Board and Members at Large

• Agreed that, in addition to the Executive Officers, there should be six Members at Large
  • Two of these members should be graduate students
• Discussed term limits.  Some suggestions were:
  • President Elect (1 year)
  • President (3 years total)
  • Vice president (3 years)
  • Other Offices (Treasurer & Secretary) (3 years)
  • Chairs of Committees (?)
    • Regardless of Office, there should be overlap
    • Members at Large should comprise a diverse group of people
      • Chief Legal Council, Private Citizen, Media Representative, NGO, Education, Government Representative, and Student Representative are the groups agreed upon

6)  Tom Kunz read the SCB official Bylaws; specifically the responsibilities of each Executive Officer.

7)  Agreed that the Executive Board should meet quarterly to begin with.

8)  Discussion on how to solicit new members

9)  Discussion on how to get additional Members at Large

10)  Condition of email database was discussed. 

11)  Discussed what should be included in the first electronic mailing.

• Membership dues anticipated to be $10.00
  • Must establish a bank account first and then establish 501C3 Tax Status
  • Lelia C. Orrell will check with the SCB to see if Mass-SCB can be included under their 501(C)3 Tax Status

12)  Discussed content and logistics of Mass-SCB Web Site. 

13)  Discussed how often there should be general meetings.

14)  Gary Tabor raised the question of fund raising, and intends to contact key organizations to solicit funds.

15)  Lisa Delissio and Lelia C. Orrell agreed to work on the current Mission Statement

16)  All members agreed that we should meet again in mid-May, 1999 (preferably on a Wednesday)

17)  Meeting was adjourned at ~ 3:00pm
